This is the ability to psychically disrupt a subject's focus.
One with this ability could psychically cause the subject to lose interest in whatever focus currently holds their attention, at will. In addition, one could psychically cause a subject's attention to wander (ie following a stream-of-consciousness), at will. Furthermore, one could psychically cause a thought, memory or sensation to emerge to awareness (or intensify), to distract subjects, at will. One could also psychically prevent a distracted subject from achieving a state of focus, at will. One could even psychically target a particular person, place, object or idea as 'unavailable' for subjects to focus their attention on, at will.
